Debra Stark Named Mayor Phil Gordon's New Chief of Staff

Debra Stark, the city of Phoenix’s planning director, has been named chief of staff for Mayor Phil Gordon. Stark will replace Toni Maccarone who, after a year and a half, is returning to her former role as director of the Public Information Office.

“Debra brings many years of experience of working on high-level complex planning issues,” said Mayor Phil Gordon. “She will be an excellent asset to this very busy office.”

Commenting on her appointment, Stark said, “One thing about planning and zoning is it is political.” City Manager David Cavazos recommended her for the job, she added.

Stark has served as the city’s planning director for the past five years. Prior to that, she was the community development director for the city of Peoria and planning manager for Maricopa County for close to 10 years. She is active in several professional organizations, including the American Planning Association.
