Welcome to the City of Phoenix Aviation Department! Our mission is to develop and maintain a system of airports that serves the traveling public -- locally and internationally - in a safe and efficient manner.
To accomplish this goal, we own and operate three airports in the metropolitan Phoenix area: Phoenix Sky Harbor International, Phoenix Deer Valley and Phoenix Goodyear. Together, these three airports provide air travel and services to the citizens of Phoenix and visitors alike.
It’s our duty to ensure our travelers safety and convenience. To deliver just that, we employ the latest technologies in every area of our business from Design and Maintenance of aircraft and the airport to Facilities and adherence to EPA standards on air quality.

Includes the offices of the Aviation Director, Assistant Aviation Director, Personnel, Community Noise Reduction Services, Legal Services, federal and state government liaison and Environmental Services.
Business and Properties
Responsible for leases, contracts, agreements, tenant relations, airline relations, affirmative action compliance, minority /woman owned business programs (M/WBE) and Requests for Proposals/Qualifications.
Manages community outreach, public information, media relations, speaking engagements, the Annual International Aviation Symposium, the Navigator Program, the airport information centers in the terminals, the “Pardon our Dust” program, Connections Newsletter, production of printed material for the public, production of a 30-minute television show entitled: Destination: Phoenix Sky Harbor, events in the community including the educational booth and mascot and Web site content and feedback.
Design and Construction Services
Handles airport master planning, federal grant applications and assurances, architectural services, plans review, inspection services, signage, tenant improvements and noise abatement.
Facilities and Services
Maintains all three airports including: runways, taxiways, terminal buildings, terminal services, roads, ramps, electrical/lighting systems, plumbing systems and mechanical systems.
Handles the operating budget, accounts receivable, accounts payable, and capital improvement program financing for the department.
Responsible for the administration, operation, maintenance and development of the City of Phoenix's two general aviation reliever airports, Phoenix Deer Valley and Phoenix Goodyear.
Handles airside operations, landside operations, ground transportation, parking, police/fire services, and communications.
Plans, implements, supports and maintains:
- City enterprise computer hardware, software, infrastructure, servers and related equipment
- Business applications on over 500 workstations
- Non-city electronic telecommunications, fiber cable and computer-based equipment
