Non-Discrimination Policy (ADA and Title VI)

The City of Phoenix Aviation Department and Phoenix Goodyear (GYR), Airport are committed to a policy of non-discrimination in the conduct of their business, including its responsibilities under the Americans with Disabilities Act (ADA) and Title VI of the Civil Rights Act of 1964, which provides for the delivery of equitable and accessible airport services. As the owner of these airports, the City of Phoenix recognizes its responsibilities to the communities in which it operates and to the society it serves.

Americans with Disabilities Act (ADA)

GYR operates in compliance with the ADA, including investigation of any complaint communicated to the airport regarding denial of access to a GYR facility, service, or program.

The City of Phoenix Aviation Department ADA Program Manager administers GYR’s overall ADA grievance procedure. Persons with ADA complaints specifically regarding GYR are encouraged to contact us at PHXCivilRights@phoenix.gov or 602-273-2722.

If the response does not adequately resolve the complaint, a grievance can be filed. Grievance Procedures and Complaint forms are available at https://www.skyharbor.com/about-phx/administration/non-discrimination-policy/grievance-procedure/.

Title VI Plan

As a recipient of federal financial assistance, the City of Phoenix Aviation Department and GYR must comply with Title VI of the Civil Rights Act of 1964, as amended (42 U.S.C. § 2000d). Part of that requirement is the posting of a Title VI Plan to ensure ongoing compliance, but to inform the public and airport stakeholder about efforts to ensure equitable use of our facilities, programs, and services. The Title VI Plan will be reviewed every year and updated every three years.

Community Participation Plan (CPP)

In 2023, the City of Phoenix Aviation Department submitted its first Community Participation Plan (CPP) to the Federal Aviation Administration’s (FAA) Office of Civil Rights. The CPP ensures that stakeholder and communities impacted by GYR’s operations or project can be informed, participate, and have their input thoughtfully considered in key stages of GYR planning efforts. The CPP is under review and will be posted here upon FAA’s approval. The CPP will be reviewed every year and updated every three years.

Language Assistance Plan (LAP)

Phoenix is a rich blend of cultures and people. Language for limited English-proficient individuals can be a barrier to accessing services or understanding information. Sky Harbor is committed to ensuring equal access to its services by all customers, regardless of the primary language spoken. Sky Harbor has completed a Language Assistance Plan (LAP) to identify individuals seeking access to services and to address those needs and provide assistance to ensure every individual has meaningful access.

The City of Phoenix Aviation Department and GYR received federal financial assistance from the U.S. Department of Transportation.
